Description of problem:
If only a package called "xemacs-21.4.6-7" of all xemacs-packages is installed,
I can't save news articles in default format (rmail), when I use Gnus. It
complains, that it can't find a fuction called "std11".

Cannot open load file: std11

I asked in newsgroup about that, and I was told, that that kind of function is
in so called APEL-libraries. After searching other xemacs-packages, I found that
APEL-libraries are in a package called "semi-xemacs-1.14.3-11". I told our sys
admin to install that package, and now taht problem is gone.

Steps to Reproduce:
1. Install xemacs and de-install semi-xemacs
2. M-x gnus
3. open some news article
4. Press "o" and <RETURN> 


Actual Results:  Cannot open load file: std11

Expected Results:  News article should be saved to rmail-file ~/News/foo.bar.baz
where foo.bar.baz is substituted with real name of newsgroup.

Additional info:

AFAIK Gnus is inside package xemacs. How about moving those APEL-libraries from
package semi-xemacs to xemacs?

apel-xemacs is now a separate package, required by xemacs.
