I made the boot/supp diskettes, and attempted to do a "hard
drive" install.

It got to the point where it would ask for the device and
directory containing the redhat packages, at which time it
brought up the message "Scanning Packages" then "Error:
Error opening directory".

I switched over to the 3rd console, where the following
error messages were listed:

<4> Unable to load NLS charset cp437(nls_cp437)
<4> Unable to load NLS charset iso8859-1(nls_8859_1)

The partition containing the RPMS is VFAT

Ironically, I am fully capable of mounting that partition
and accessing the RedHat directory manually during the
install process.

Please try the boot and supp images in our errata section. They
alleviated some problems when doing an hard drive install. You should
be able to find them at http://www.redhat.com/support
