Description of problem:
In text console, when keyboard is in CapsLock mode, national characters are not
entered uppercase. For example, when LANG=pl_PL.UTF-8 and CapsLock is switched
on, when I enter alt-A, "Ą" character should be displayed, but system displays "ą"

Steps to Reproduce:
1. export LANG=pl_PL.UTF-8
2. load keymap or
3. switch CapsLock mode on
4. press alt-a key combination
Actual results:
"ą" character is displayed

Expected results:
"Ą" character should be displayed

RHEL-5 is entering Production 2 Phase (see [1]), only critical and important security issues are going to be adressed => closing this bug WONTFIX.
