Description of problem:
the first dialog presented to users in liveinst should be to allow them to
choose their language

Steps to Reproduce:
boot fedora's livecd and pass it liveinst or textinst boot parameter

Actual results:
no language dialog

Expected results:
a way so that users cho

Additional info:
FYI: firstboot is supported to show that module too, but it don't
firstboot expects each module to have moduleClass but language and rootpassword
modules for firstbot don't
