Description of problem:
The headers for the Kate classes are not in /usr/include/kde4 at all.

4.0.5-5.fc9

The KatePart no longer has its own interfaces in KDE 4, you have to use the 
KTextEditor interfaces. As for interfaces to the Kate application, those are in 
kdesdk along with the application itself.
