Description of problem:

SElinux screws up on systems which have selinux _disabled_:

# patch -p0 -R < diff
patching file cpukit/httpd/ejIntrn.h
patch: **** Can't set security context on file cpukit/httpd/ejIntrn.h :
Operation not permitted

Version-Release number of selected component (if applicable):
Fedora 9.

I am facing this issue with files underneath of my personal user home directory,
when working on files having been checked out from external/remote cvs-repos:

# <edit> <somefile>
# cvs diff -u > diff
# patch -p0 -R < diff

Additional info:
* I have no idea what actually triggers this issue, nor which package to blame.
I guess on SElinux, patch, or the kernel.

* running /sbin/restorecon -R . did NOT help!
