Loader supports getting stage2 from a local hard drive, but you have to give a
device name. Since device names are not stable, this could (for example) cause
preupgrade to fail to find the stage2 image if the new kernel orders the devices
differently.

This could be avoided if loader was able to handle things like
stage2=hd:LABEL=/boot:...

This works with no related changes to anaconda.  We're just using the mount
program directly now so it handles everything for us.  All that was required was
a couple HDISO-related tracebacks due to all my other stage2 work from earlier.
