Description of problem:

On this version.

Red Hat Enterprise Linux ES release 4 (Nahant Update 4)

kdebase-3.3.1-5.13
kdelibs-3.3.1-3.14

When I use KDE, sometime window operations like moving and resizing cease to work. 
Scrolling with mouse wheel, changing active window and keyboard event is possible.

This case seems like KDE BTS #125511.
