Description of problem:
libsigc++ should BuildRequire gcc-c++

Version-Release number of selected component (if applicable):

How reproducible:

Steps to Reproduce:
1.  rpm -e gcc-c++ (if installed)
2.  rpmbuild -bb libsigc++.spec
Actual results:
configure script complains "your C++ compiler is not powerful enough"

Expected results:
RPM should complain of missing build-requirement -- gcc-c++

According to Fedora spec guidelines, gcc-c++ is never used a BuildRequires
because it is part of the build roots used by our buildsystem.

Out of curiosity, are you still using libsigc++ (as opposed to the libsigc++20
2.0 API) ? i thought about End-Of-Lifeing that package before, but i'll keep it
around if i know people are still using it...

Whoops!  Didn't realize that.

I use libsigc++ for efax-gtk (not in Extras).  AFAIK, it doesn't support 2.0 yet.

Didn't know about efax-gtk. You should contribute it to Extras!
