As configured, the spec file omits installing all the man
file.

While this is perhaps OK, if a separate package of
'xnpt3-man' were created, no such package exists.

The HTML documentation provided is supplemental to, not
replacing of, the man pages.

There are no man pages in the xntp3 source distribution.
