Description of problem:

After a node power-off/reboot, Azure based PV/PVC remains bound and doesn't get disassociated from original pod. This causes problems when pod gets rescheduled and isn't able to bind to Azure storage.

How reproducible:

  Consistently

Steps to Reproduce:

  1. Attach pod to Azure storage
  2. Reboot pod host

Actual results:

  Pod stays in unknown state and storage is never freed

Expected results:

  Storage would be disassociated and old pod removed
