The test sometimes fails because timeouts are too short and NM isn't able to activate a connection in time (and resolv.conf is written only on activations).

To avoid the race, I suggest to add after the reboot an explicit activation of a connection that has DNS servers. Or if you prefer, just increase timeouts to a large value (10 or more seconds).
