language in g-c-c

Description of problem: gnome-control-center shows incorrect language when run with other locale code. For e.g. My current locale is ja_JP and when I run gnome-control-center in terminal, it shows current language as Japanese under region and language settings.

But when I run it as -
LANG=en_US.UTF-8 gnome-control-center

It shows language as English (United States). This is incorrect as the system language in this case Japanese and not English (United States). Please correct me if I'm wrong here. Also in this scenario, when I click on the language section I get following error in terminal -

(gnome-control-center:8449): GnomeDesktop-CRITICAL **: 13:49:59.727: gnome_get_country_from_code: assertion 'code != NULL' failed
