Description of problem: A user friendly way to easily understand and change the Symmetric MultiThreading hardware feature in RHEL systems is needed.

This is a (practical) clone of bug 1678956 for RHEL 7.7.

This feature landed in upstream version 191 yesterday. The rebase deadline has passed for 7.7, but this might justify an exception?
