Description of problem:
Timezone offset displayed in horizon / user / settings is always using daylight saving

Version-Release number of selected component (if applicable):


How reproducible:
Always

Steps to Reproduce:
1. Click on your user (top right corner)
2. Select Settings
3. Scroll in the timezones

Actual results:
Sao Paulo is -2 when it should be -3 most of the time

Expected results:
-3 instead of -2
