Looks like this is actually two problems in one. First that there is AFAIK no translated installation guide available and as the help content for Anaconda is generated from the Installation Guide, there is no translated help content Anaconda can use. For the record, the Anaconda help subsystem supports content translation, we simply don't have any translated content.

Adding Peter Bokoc from Fedora docs team to CC to add any relevant information from the Fedora docs team point of view.

The second issue is likely that the Yelp help viewer reacts to the ja_JP locale and mangles the English text as a result. This could be fixed on the Anaconda side by setting a locale for the Yelp process based on available help content. As we only have en_US content at the moment, the Yelp process would be started with LANG=en_US and the formatting should be correct.
