Description of problem:
I'm running Fedora 29 on an Intel NUC8i7BEH with a Dell U2718Q 4k monitor (connected via HDMI). When Gnome blanks the screen after the computer has been idle a while, the screen does go black, however the LCD panel's backlight remains on at full brightness. I've been unable to find any obvious setting that would affect this but it seems like the backlight should turn off and the monitor should be powered down when idle.

Steps to Reproduce:
1. Install Fedora 29 on Intel NUC8i7BEH connected to a DELL U2718Q 4k monitor with an HDMO cable
2. Allow system to be idle until screen saver/blanker activates

Actual results:
Monitor goes black but the backlight remains on, drawing power, and letting a fair amount of light into the room

Expected results:
When idle, the monitor should be blanked, the backlight should be turned off, and the monitor should be powered down

Additional info:
I have checked to see if the backlight and monitor power are turned down after a longer delay than the screen blanking itself but even letting it go all night didn't do it. The backlight was still on the next morning.
