Description of problem:

Currently, instances with pinned CPUs ('hw:cpu_policy=dedicated') cannot be placed on the same host(s) as those without ('hw:cpu_policy=shared'). Operators must use host aggregates to group hosts into those that will handle pinned CPUs and those that will handle unpinned CPUs. This is suboptimal, especially when considering edge use cases where the amount of nodes available may be limited. We should be able to collocate these instances and avoid the need to use host aggregates.
