After installing the recent updates and upgrading to kernel version 5.0.3, I started having problems when scrolling using the mouse wheel. About 1 time out of 7 or so, scroll events get dropped. It's never individual events, but all scroll events in a given time interval (usually between mouse moves, key presses, etc.)

I ran "sudo libinput debug-events". This is an example of a normal output:

When the bug happens, the POINTER_AXIS events just don't show up. It only seems to affect the mouse wheel, not the touchpad two-finger scrolling.

Downgrading to kernel 4.20.16 fixes the problem.

Steps to Reproduce:
1. Boot kernel 5.0.3
2. Scroll up/down using the mouse wheel
3.
Actual Results:  
Occasionally, all scroll events get dropped

Expected Results:  
Scrolling should work as usual

Looks like high-resolution scrolling was added in this kernel version: http://who-t.blogspot.com/2018/12/high-resolution-wheel-scrolling-on.html

It specifically mentions Logitech mice. I am in fact using a Logitech M705 mouse.
