Description of problem:

networking-bigswitch from OpenStack Stein requires python-sqlalchemy >= 1.2.12, apparently. In OSP15, we have 1.2.17, but the RHEL8 python36 module has 1.2.8, so our build is ignored per "Standard" policy concerning modules and rpms.

Note: OpenStack ships as containers.
