Description of problem:

Used "sudo dnf upgrade --refresh"

Once upgraded and reboot. 

GDM starts, however fails to show display manager login, reverts to console text.

A terrible work around was the following:

sudo dnf install sddm
sudo systemctl disable gdm
sudo systemctl enable sddm
reboot

removing rhgb from the GRUB_CMDLINE_LINUX seems to be work around. somehow we are back to this again.
