Description of problem:
The sizes for cirros kind of image are hard-coded,
nowadays if you want use different image,
you have to create the flavors on 
your own, which is not fast and/or easy step for most user.

tempest usually requires two different flavor to exists,
the 2th (alt) one need to be a bigger flavor (for ex. 1Mb more memory).

It is enough to have the users to specify a minim disk and memory, then the alt flavor can be made bigger (just by adding +1 to the memory).

--flavor-min-memory=1024
# default 64MB

--flavor-min-disk=10
# default 1GB

This disk option also should imply the volume.volume_size to be at least
flavor-min-disk , unless the user explicitly specified a different value.
