Description of problem:
yum-utils' incompatibility:

'dnf debuginfo-install' installs debug packages even when the base package is not installed

yum-utils' debuginfo-install does not install (available) debug packages when
the base package is not installed. Instead, it reports 
"Could not find a package for: <base-package>"

Steps to Reproduce:
for a package that is not installed and have debug packages (here gnome-shell) run
# dnf debuginfo-install gnome-shell

Actual results:
# rpm -q gnome-shell
package gnome-shell is not installed
# dnf debuginfo-install gnome-shell
 gnome-shell-debuginfo   x86_64 3.28.3-10.el8    rhel-AppStream-debuginfo 930 k
Installing weak dependencies:
 gnome-shell-debugsource x86_64 3.28.3-10.el8    rhel-AppStream-debuginfo 1.6 M

Expected results:
debug packages are not installed and a descriptive error message is provided

I believe that this is correct. From the packaging side, debug-info packages do not require the core package. It means that debug-info package do not need the core package for debugging.F
Additionally there is a user case. When I want to investigate a core-dump generated on different system I do not need to have installed the core package. From my point of view not a bug.
