Description of problem:
From RHOSP13, nova depends on resource provider feature, so in some case we need to get information from placement api.

However, currently placement client is not installed automatically when installing undercloud.
IMO it is very useful to have it in director node, as we can get placement information easily.

How reproducible:
Always

Steps to Reproduce:
1. Install undercloud
2. See installed packages in undercloud

Actual results:
python2-osc-placement.noarch is not installed

Expected results:
python2-osc-placement.noarch is installed
