Description of problem:
glxgears gives FPS = 1.0


Version-Release number of selected component (if applicable):
xorg-x11-drv-ati-18.1.0-1.fc29.x86_64


How reproducible:
Always.

Steps to Reproduce:
1. install
2. let X-server configure itself automatically
2. start glxgears
3. FPS = 1.x


Actual results:
1.x


Expected results:
50-2000


Additional info:
Adding xorg.conf and settings:

    Section "Device"
        Driver   "radeon"
        Option   "SwapBuffersWait" "false"

fixes it.
