pk offline update journal full

Description of problem:

Fedora 29 to Fedora 30 GNOME Software upgrade, appears to fail according to the journal, but otherwise the failure is silent and it's not clear what it's referring to, what the consequences are, or what the remedy/user action should be. Could be bug 1691201 which is a package that had a scriptlet failure during cleanup.

Version-Release number of selected component (if applicable):
PackageKit-1.1.12-2.fc29

How reproducible:
2 for 2

Steps to Reproduce:
1. Do a Fedora 29 to 30 GNOME Software upgrade
2.
3.

Actual results:

Mar 20 23:41:04 flap.local PackageKit[754]: upgrade-system transaction /31141_aabbecdb from uid 0 finished with failed after 1954292ms
Mar 20 23:41:04 flap.local pk-offline-update[737]: status finished
Mar 20 23:41:04 flap.local pk-offline-update[737]: writing failed results
Mar 20 23:41:04 flap.local pk-offline-update[737]: failed to upgrade system: Error -1 running transaction
Mar 20 23:41:10 flap.local PackageKit[754]: daemon quit
Mar 20 23:41:10 flap.local systemd[1]: packagekit.service: Succeeded.

After reboot, no messages related to the upgrade at GDM or after logging in; neither a succeed or fail message about the upgrade. So it's not unreasonable for the user to assume it succeeds.

Expected results:

Should succeed, or if fail now what? It's a fairly silent and opaque failure for a GUI software upgrade.
