Description of problem:

RHV provider is recreating guest_devices on every refresh. Looking at this deeper it appears that this is coming from a refresh worker for RHV:

 25648 | MIQ|16876|1r6|1r1220413|1r6|Redhat::InfraManager::Refresh|PHX.. |  | SELECT "guest_devices"."id" FROM "guest_devices"

It seems like we aren't picking up on existing records and instead creating new ones causing the guest_device table to grow large. Will be doing additional testing to reproduce this.
