Description of problem:

having a terminal open in one virtual desktop then switching to an empty one and dragging the terminal launch icon onto the desktop to open a new window there hard-locks the system.

Version-Release number of selected component (if applicable): 3.28.3


How reproducible: always


Steps to Reproduce:
1. open terminal 
2. switch to empty virtual desktop in overlay (keeping overlay open)
3. drag terminal launch icon to desktop

Actual results:

hardlock


Expected results:

a new terminal window
