Description of problem:
As we know, ocp 4.0 support installing etcd-operator on 'OperatorHub' in web console,and it also supports to create etcd-cluster under the etcd-operator, and we may delete etcd-operator in web console,but there is not etcd-cluster deletion function in web console, on the other words, customer could not delete etcd-clsuter in web console, they can only do it with command line, i think we should provide this function in web console.

How reproducible:
