Description of problem:
When entering heat_api container in undercloud, get under root user (and not heat)

Steps to Reproduce:
1. Deploy undercloud
2. (undercloud) [stack@undercloud-0 ~]$ sudo podman exec -it heat_api /bin/bash

Actual results:

Expected results:
Enter as heat user
