Description of problem:

When restarting docker daemon on any OCP node might cause the service to hang on service activation.
The only way to get this working again is to reboot the host. 

Version-Release number of selected component (if applicable):
docker version 1.13.1-91.git07f3374.el7

How reproducible:
* Install latest OCP 3.11 + docker (see version above) 
* Run a few apps on nodes
* Restart docker on any node
* docker can also hang while running any ansible-openshift playbook that requires docker to be restarted.


Actual results:
Docker hangs

Expected results:
Docker restarting properly

Additional info:
Downgrading docker to 1.13.1-88 makes the issue go away.
