Description of problem:
EPEL7 has changed it's default python3 to python36.  python-apsw earlier than 3.8.11 do not build or work with python36.  The python-apsw in EPEL7 is version 3.7.17, corresponding to the version of sqlite in RHEL7.

1. koji build --scratch epel7 python-apsw-3.7.17.r1-4.el7.src.rpm

Actual results:
Fails in the %check section of the rpm build.

Expected results:
For the package to build.

Additional info:
Since python34 is still around, the does not affect the currently built python-apsw in EPEL7.  That still installs, with python34, and runs normally.
This only affects users that want to run python36, and python-apsw.
