The SHA-1 certificate end of life is by the end of 2019
Hence, we should have a dual signing with both SHA-1 and SHA-256 
for the virtio-win drivers which were using just SHA-1 previously

Win7 does not allow dual signing
SHA-1 EOL is end of 2019
Win7 EOL is January 14 2020
We should evaluate it further to decide if we want to add SHA-2 signing for Win7
