Description of problem:
While rebalance is in progress, one of the node which was part of the volume is rebooted and the rebalance status of volume is checked is showing error message.

How reproducible:

Steps to Reproduce:
1. Create a distributed-replicated volume.
2. Start and mount the volume.
3. Create some data on the mount point.
4. Add-brick to the volume and trigger rebalance.
5. While rebalance is in progress, reboot a node which is part of the volume.
6. Immediately, check the rebalance status using:
   # gluster v rebalance <vol-name> status.

Actual results:
Seeing error message;
[root@dhcp43-62 dir1]# gluster v rebal vol3 status
volume rebalance: vol3: failed: Brick ops failed on Glusterd Syncop Mgmt brick op 'Rebalance' failed. Please check brick log file for details.

Expected results:
The error message should not be shown and rebalance status for the other remaining up nodes should be shown.
