Description of problem:
postgresql-test-rpm-macros just contains some macros used during the packaging process.  The macros themselves are not arch dependent.

Version-Release number of selected component (if applicable):
postgresql-11.2-3.fc30

How reproducible:
100%

Steps to Reproduce:
1.examine postgresql-test-rpm-macros
2.note it only contains text files
3.

Actual results:
Arch specific package that contains no arch specifics

Expected results:
packaged as noarch.

Thanks, makes sense but I'm not sure noarch subpackages are actually working
as expected, let's see:
