Description of problem:
The redhat-virtualization-host-image-update-placeholder version of RHV-H 4.3 Beta 3 is same with RHV-H 4.3 Beta 2, which will cause "No packages marked for update" when upgrade from Beta 2(rhvh-4.3.0.5-0.20190225.0) to Beta 3(rhvh-4.3.0.5-0.20190305.0).

How reproducible:
100%

Steps to Reproduce:
1. Install RHV-H 4.3 Beta 3 redhat-virtualization-host-4.3-20190305.1.el7_6
2. Login RHV-H, check the redhat-virtualization-host-image-update-placeholder version
   # rpm -qa | grep update
3. Upgrade RHV-H from Beta 2(rhvh-4.3.0.5-0.20190225.0) to Beta 3(rhvh-4.3.0.5-0.20190305.0)

Actual results:
1. After step 2, the update-placeholder version in Beta 3 is as below which is same as Beta 2.
# rpm -qa | grep update
redhat-virtualization-host-image-update-placeholder-4.3-0.5.el7.noarch
2. It reported "No packages marked for update".

Expected results:
1. The update-placeholder version in Beta 3 should be higher than Beta 2
2. Should upgrade rhv-h successful from Beta 2(rhvh-4.3.0.5-0.20190225.0) to Beta 3(rhvh-4.3.0.5-0.20190305.0)

We don't support automatic upgrades from beta to beta, does it work ok when you try to upgrade from 4.2 ?

Thanks Yuval for your update. Yes, it works ok when upgrade from 4.2 to 4.3.
So for the upgrades from beta to beta is just supported via "#yum install update.rpm", am I right?

According to Comment 1 and Comment 2, closing the bug as we don't support automatic upgrades from beta to beta.
