Description of problem:

No default route, ipv6 connectivity is completely off.

This appears to be different from other bugs we had about it.

Bug 1575431 was a problem in firewalld, not NM. There's no firewalld
on this machine. ICMPv6 is allowed through. Anyway, that one was resolved.

Bug 1585323 is in the part responsible for DNS, not routing.

Bug 1574242 may be relevant, at least some comments are, about the
zero lifetime:

Two things though:
1. This used to work before Fedora 29
2. The ISP isn't going to update the firmware

Please enable debug logging (see https://gitlab.freedesktop.org/NetworkManager/NetworkManager/blob/master/contrib/fedora/rpm/NetworkManager.conf#L28 ), reboot, reproduce the issue and the attach NM logs (journalctl -u NetworkManager -b). Thanks.
