Description of problem:

This issue has been reported by a customer for the Vulnerability app within CSfR.
Customer has indicated they would like a mechanism to track status of a CVE within the Vulnerability app on a per System basis. Specifically if they are unable to address a CVE, being able to specify a specific issue is "On Hold" would be useful. If the issue will never be resolved, having a status of "Will Not Resolve" will be useful.

There are other such statuses that will be relevant.
