fix for ansible role oVirt.metrics-store-installation

Description of problem:

On RHV 4.2.8, when running the initial step to install OCP for Metrics and Logging via:

/usr/share/ovirt-engine-metrics/setup/ansible/configure_ovirt_machines_for_metrics.sh --playbook=ovirt-metrics-store-installation.yml

it produces a files named 'ansible-inventory-ocp-311-aio' with all the references to OCP 3.11 .

The problem is in the role:

/usr/share/ansible/roles/oVirt.metrics/roles/oVirt.metrics-store-installation/defaults/main.yml

[...]
# The OpenShift version to install
openshift_version: 311
[...]

By resetting it to

# The OpenShift version to install
openshift_version: 39

everything works as expected.

Version-Release number of selected component (if applicable):
ovirt-engine-metrics-1.1.8.1-1.el7ev.noarch

How reproducible:

Steps to Reproduce:
1. /usr/share/ovirt-engine-metrics/setup/ansible/configure_ovirt_machines_for_metrics.sh --playbook=ovirt-metrics-store-installation.yml

Actual results:

# cat ansible-inventory-ocp-311-aio

openshift_release=v3.11
[...]
short_version=3.11

Expected results:

# cat ansible-inventory-ocp-39-aio

openshift_release=v3.9
[...]
short_version=3.9

Workaround for this is to add to config.yml
openshift_version: 39
