asm6809 failed to build from source in Fedora rawhide

For details on the mass rebuild see:
Please fix asm6809 at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
asm6809 will be orphaned. Before branching of Fedora 30,
asm6809 will be retired, if it still fails to build.

It looks like the buildroot is missing gcc. Is Fedora now requiring "BuildRequires: gcc" for C source projects?
