Module metadata in released F28 repos has no context or arch.
This impacts new libnf module dependency resolution code that needs both for proper functionality.

If modularity on Fedora 28 should be fully functional,
we need to get module metadata in released repodata fixed.

I see 2 options:
* get the metadata fixed
* don't use the new depsolving code on F28 and support it from F29

Yeah, as noted in the releng ticket I think it's best we just target this work for f29 and leave f28 alone. We have never respun GA artifacts (for many reasons). 

If there's pushback on this, we can re-evaluate, but it sounds like we are on the same page here?
