Description of problem:
bluestore checksum and compression global settings are not taking effect

Version-Release number of selected component (if applicable):
ceph version 12.2.5-27.el7cp

Steps to Reproduce:
1. Add the parameters in the global section on montiors /etc/ceph/ceph.conf

[global]
....

mon_allow_pool_delete = true
bluestore compression algorithm = lz4
bluestore compression mode = force
bluestore compression required ratio = .9
bluestore_csum_type = crc32c

2. Restart the monitor service 

3. Create a new pool.

verify if the value is set,
ceph osd pool get pool6 compression_algorithm
Error ENOENT: option 'compression_algorithm' is not set on pool 'pool6'

ceph osd pool get pool6 compression_mode
Error ENOENT: option 'compression_mode' is not set on pool 'pool6'

ceph osd pool get pool6 csum_type
Error ENOENT: option 'csum_type' is not set on pool 'pool6'

ceph.conf settings and per-pool settings are entirely separate concepts - they don't change one another.

The bluestore settings also have no effect on the monitors - they are osd settings.
