Description of problem:
The note here:
However, you can still click on the language indicator in the installer with the mouse and that will switch the languages.
This however is not the case, because, even though the
layout can be switched, it is not remembered in any new
dialog window. So for example if you edit the partition
settings in blivet-gu, the layout is again "RU", but this
time it is greyed out and can't be switched even with
the mouse! So the install cannot be completed.
Guys, please use "EN" layout as primary during the install!
Otherwise the installer will plain never work
(I can't remember the last fedora release where the
installer worked fine - definitely not in the last 10
or so releases).

How reproducible:

Steps to Reproduce:
1. select Russian lang during install
2. make sure the layout can't be switched with key combos
3. switch it with the mouse
4. activate some new dialog window, eg in blivet-gu

Actual results:
The layout is again "RU", and this time can't be switched
even with the mouse (greyed out)

Expected results:
Layout is "EN". Should actually be "EN" during the
whole install. But at least after you switched it with
the mouse!

Additional info:
As always the case with fedora, the installation can't be completed.
