Description of problem:

In the official documentation, it is mentioned that default RAM allocation ratio is 1.5, but it's not 1.5, the Correct value of RAM allocation ratio is 1 if we do a standard deployment without changing any parameter in the tripleo templates.

* RAM allocation ratio of 1.5:1 means that the scheduler allocates instances to a physical node if the total amount of RAM associated with the instances is less than 1.5 times the amount of RAM available on the physical node. 

* Also, while checking the code, I found the default allocation is not set to 1.5 by default in Pike version. It overwrites to 1.0 because on the controller its 1.0 not 0.0, refer[1].

How reproducible: Everytime

Steps to Reproduce:
1. Deploy an OSP 12 env, check the ram allocation value:-

	$ cat var/lib/config-data/puppet-generated/nova/etc/nova/nova.conf | grep -i ram_allocation_ratio

Actual results:

Ram allocation value is set to 1.0 .

Expected results:

In the code, We found the default allocation is not set to 1.5. It overwrites to 1.0 because on the controller its 1.0 not 0.0, refer[1].

So, Please correct the default statement about RAM allocation ratio in the documentation.
