Description of problem:
It seems like rpm recently has become more picky about the %files section of the spec-file. In openssl-0.9.7f, and are installed into $RPM_BUILD_ROOT although they aren't packaged. Also the ca-bundle.crt is listed twice. 
I'll attach a small patch wich fixes these problems.

1. rpmbuild --rebuild openssl-0.9.7f-7.src.rpm using rpm-4.4.1-21
