Description of problem:
With kernel-4.17.2-200.fc28.ppc64le the output of my WX5100 is blank.  With kernel-4.16.16-300.fc28.ppc64le the display worked.

kernel-4.17.2-200.fc28.ppc64le

How reproducible:
This is 100% reproducible.


Steps to Reproduce:
1. Boot machine with kernel-4.17.2-200.fc28.ppc64le

Actual results:
A blank screen.


Expected results:
The default login screen.

Additional info:
I'm running an AMD WX5100 in a Talos II with dual POWER9 CPUs. There are three lines in the dmesg output for the kernel with the broken display that seem suspicious:

[    4.418305] amdgpu: [powerplay] Failed to populate SCLK during PopulateNewDPMClocksStates Function!
[    4.418415] amdgpu: [powerplay] Failed to populate and upload SCLK MCLK DPM levels!

This only occurs when I have the firmware available for Petitboot to use the WX5100.  When I remove the firmware from Petitboot the 4.17 kernel is able use the display.

Same bug here with 4.17.6-200 and an AMD WX7100, removing firmware from petitboot fixes the issue as well
