We tell the reader what not to do, but not what to do.

We have this in the "Before You Begin" section

Ensure that you do not delete the manifest from the Customer Portal or in the Satellite Web UI because this removes all the entitlements of your content hosts.

I think that can stay as it is, but later in the procedure we have:

If you get an error when trying to update the Satellite Tools repository, make sure you do not delete the manifest from the Customer Portal or in the Satellite Web UI because this removes all the entitlements of your content hosts. 

Suggestions for improvement: 

Change all occurrences of:

to:

If you get an error when trying to update a repository, ensure you do not delete the manifest from the Customer Portal or in the Satellite Web UI because this removes all the entitlements of your content hosts. Refresh the manifest and if the problem persists, raise a support request.

Additional information: 

This also make the warning more generic, its not only for Tools Repo problems.
