Description of problem:
Tap on help icon in admin portal forms doesn't do anything on iPad 10.3.2 with Safari 602.1.

Version-Release number of selected component (if applicable):
ovirt-engine-webadmin-portal-4.2.0-0.5.master.el7.noarch

How reproducible: always on iPad


Steps to Reproduce:
1. edit some VM
2. go to System subtab
3. tap on '?' next to Maximum memory

Actual results: nothing happens


Expected results: help should be displayed and when I tap again on the '?' or somewhere else in the dialog, the help should hide
