Description of problem:
I can see such error message after calling "atomic images prune" 
It seems that is is not a problem because 1st execution of previous command
successfully removed dangling images. I am not sure whether it is new or old behaviour because I do not purge dangling images very often.

Steps to Reproduce:
1. atomic images prune
w. ls -la /var/lib/containers/atomic/

Actual results:
sh# rpm -q atomic
atomic-1.20.1-5.fc28.x86_64

sh# atomic images prune
[Errno 2] No such file or directory: '/var/lib/containers/atomic/.storage'

sh# ls -la /var/lib/containers/atomic/
total 0
drwxr-xr-x. 1 root root  0 Nov 29 20:46 .
drwxr-xr-x. 1 root root 26 Nov 29 20:46 ..


Expected results:
Either file is created itself if needed or message is not displayed.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
