The legacy practice of having both catalogs and catalog items accordion under "Service > Catalog" is confusing and make no sense from a usability standpoint! 

What the "Catalogs" section is doing is to create folders that Catalog Items can put things into.  These should be combined into one section where a user can create catalogs (Folders) and the items that go inside of them.  

This is a huge turn off for first time users who want to see how "easy" it is to create there first service.
